Perkins Postsecondary Career & Technical Education Program

The Strengthening Career and Technical Education for the 21st Century Act (Perkins V)

Purpose

The purpose of this Act is to develop more fully the academic knowledge and technical and employability skills of secondary education students and postsecondary education students who elect to enroll in career and technical education programs and programs of study, by 鈥

  1. building on the efforts of States and localities to develop challenging academic and technical standards and to assist students in meeting such standards, including preparation for high skill, high wage, or in-demand occupations in current or emerging professions;
  2. promoting the development of services and activities that integrate rigorous and challenging academic career and technical instruction, and that link secondary education and postsecondary education for participating career and technical education students;
  3. increasing state and local flexibility in providing services and activities designed to develop, implement, and improve career and technical education;
  4. conducting and disseminating national research and disseminating information on best practices that improve career and technical education programs and programs of study, services, and activities;
  5. providing technical assistance that 鈥
    1. promotes leadership, initial preparation, and professional development at the State and local levels; and
    2. improves the quality of career and technical education teachers, faculty, administrators and counselors;
  6. supporting partnerships among secondary schools, postsecondary institutions, baccalaureate degree granting institutions, area career and technical education schools, local workforce investment boards, business and industry, and intermediaries; and
  7. providing individuals with opportunities throughout their lifetimes to develop, in conjunction with other education and training programs, the knowledge and skills needed to keep the United States competitive.听
  8. increasing the employment opportunities for populations who are chronically unemployed or underemployed, including individuals with disabilities; individuals from economically disadvantaged families; out-of-workforce individuals; youth who are in, or have aged out of, the foster care system, and homeless individuals.
Eligibility

The Office of Postsecondary Access, Support, and Success of the State Education Department receives Perkins V federal funding for career and technical programs.听 These funds are allocated to the State鈥檚 community colleges based on the number of economically disadvantaged career and technical education students enrolled in each institution.听

Perkins V funds are used by eligible institutions to supplement their career and technical education programs.听 This may include funding professional and support staff, and purchasing equipment,听 supplies, and materials, among other potential expenditures.听

Each year the institutions must submit applications describing how they will utilize Perkins funding based on the results of their Comprehensive Local Needs Assessments. Institutions must comply with all Federal and State Guidelines and must submit Interim Reports, Final Reports, and data demonstrating their progress with regard to the Core Indicators of Performance, as well as demographic and special populations information.

The Perkins V Act requires that all colleges receiving funding must agree to undergo an Office of Civil Rights review.

2025 Comprehensive Local Needs Assessment (CLNA)

The Strengthening Career and Technical Education for the 21st Century Act (Perkins V) requires that all New York State applicant institutions conduct and submit a Comprehensive Local Needs Assessment (CLNA) prior to the submission of their 2025 Applications in order to be eligible for Perkins funds.听

New York State Postsecondary Perkins Performance Indicator Targets

Nontraditional Employment and Training (NET) Program

The 麻豆视频 has awarded a grant to the State University of New York at Albany's NET (Nontraditional Employment & Training) Program to provide timely and useful resources to support the mission of听building a nontraditional workforce through expanded educational and career听opportunities for students.听Services of the NET Program are provided free of charge for Perkins Grant recipient postsecondary CTE programs.
